Starting Line Waves

There are often three waves of boats in the start queuing process.
The 1st wave are the early set-ups. They get to their spot first and fight to keep it.
The 2nd wave attacks the first wave from below, pushing them up into traffic or over the line.
The 3rd wave is shitoutofluck, without time or positioning to move the pile to obtain front row.
